Summary

In this seminal work, The Annual Messages of the Presidents of Liberia 1848-2010 State of the Nation Addresses to the National Legislature, Dunn breaks the seals to a time capsule that has been hidden for a hundred and sixty-three years.

This national treasure contained, in a time series, a most critical aspect of Liberian presidential and legislative history.

This is one reportorial duty that is nondelegable. It was first specified in Art III, Section I of the 1847 Constitution but now falls under Art VI Section 58 of the 1986 Constitution.
